The Carnaval Street is made of music, meeting and occupation of public space. But behind the image of folia there is a complex gear, supported by characters that make possible the largest cultural manifestation in the country.
Garis, walkers, revelers and organizers are protagonists of a party that goes far beyond entertainment: it moves the economy, strengthens identities and transforms the city.
Garis: who takes care of the city while the party happens

After the passage of the blocks, tons of waste occupy the streets and avenues: bottles, cans, cups and papers that are part of the party trail. It is at this time — often still at dawn — that the essential work of the garis comes into play.
In Rio's Carnaval, Comlurb mobilizes thousands of professionals in special operations to ensure that the city is clean and able to receive new parades the next day. In 2025, more than 8,500 garis operated simultaneously in the street blocks, the Sambódromo and the Magellan Intendant, removing hundreds of tons of waste.
And this year will be no different, it will be the largest operation hydraulic and mechanized cleaning with 13,714 workers, 9,736 garis. In addition to sweeping and collecting, these professionals use equipment such as blowers and compactor trucks, which ensures agility and efficiency even in scenarios of high concentration of people.
Outcasts: popular economy that sustains folia

The walkers are another invisible pillar — and indispensable — of the Street Carnaval. More than convenience, this activity represents income and work for thousands of families.
The sale of beer, water and food moves an economic chain that directly impacts tourism, commerce and services.
Official accreditation plays a central role in this process. By organizing the urban space and ensuring equal access to vacancies, it promotes productive inclusion and makes the Carnaval more democratic and sustainable. In Rio, the significant increase in the number of street vendors accredited in recent years reinforces the social dimension of the party and its ability to generate real opportunities.
Follies: who gives soul and identity to Carnaval

Without revelry, there is no street Carnaval. They bring the blocks to life, turn the streets into stages and rescue the collective spirit of the feast. The revelry is both public and protagonist.
Through humor and creativity, revelers are responsible for keeping alive the cultural memory of the Carnaval, rescuing marchinhas, old rhythms and popular references, adapted to current times. The free and spontaneous street fantasies contrast with the formality of the parades and reaffirm the carnaval as a space of freedom of expression.
By occupying the urban space, the folião promotes inclusion and belonging. Different classes, ages, bodies and identities meet, reinforcing the Carnaval as a collective act of cultural resistance and affirmation of the city as living territory.
Organizers: who transforms spontaneity into structure

Behind the whole celebration, there is a fundamental technical and strategic work: that of the organizer of each block. It is they who turn the spontaneity of folia into a safe, structured and viable event in the city that welcomes millions of people on the streets.
The organizer coordinates logistics, security and urban mobility. Plans routes, schedules, public dispersion and dialogues with public agencies to ensure the integrity of revelers, residents and workers involved. He is also responsible for the infrastructure of the blocks — chemical toilets, crowd control and technical compliance of the electric trios.
In addition, the organizer seeks to economically enable the parade, articulating sponsorships, partnerships and incentives that also strengthen the local economy.
In the cultural dimension, it takes care of the artistic identity of the block, music and harmony of the procession, ensuring that tradition, innovation and quality walk together.
A Carnaval made of people
The Street Carnaval is a collective organism. It only happens because different characters act interdependently, supporting one of the largest cultural expressions in Brazil. Garis, walkers, revelers and organizers are not behind the scenes — they are the spectacle itself.
Recognizing these roles is to understand that the Carnaval is not just a party: it is work, culture, economy, citizenship and conscious occupation of the city.
